The temporary nature of the new initiative was emphasized when the Biden administration unveiled its reaction to a refugee problem in Ukraine brought on by Russia’s invasion.

An administration official stated in unveiling Uniting for Ukraine, a program that has subsequently welcomed more than 100,000 Ukrainians, “We’ve heard generally from Ukrainians that they truly are seeking type of temporary safety in the U.S. with family, with other persons they have relationships with.”

The official stated in April of last year: “They are quite eager to stay near Ukraine to return as soon as possible.”

When the Biden administration presented its response to a refugee issue in Ukraine brought on by Russia’s invasion, the transient character of the new endeavor was highlighted.

Uniting for Ukraine, a program that has since welcomed more than 100,000 Ukrainians, was introduced by a government official who said, “We’ve heard generally from Ukrainians that they truly are seeking type of temporary safety in the U.S. with family, with other persons they have relationships with.”

“They are quite eager to stay near Ukraine to return as soon as possible,” the official said in April of last year.

“I believe that the timescales that we are referring to need to be reconsidered.”

Since the program’s launch in April, Ukrainians have been steadily entering the United States, often after escaping to a neighboring European nation and hanging out there until they were given permission to enter the US.
